Somebody built a market where interplanetary travel races a state infrastructure project, and it is not a landslide — that is the joke, and 34% for Mars-first is the punchline. The rail half is finally concrete: the Merced–Bakersfield segment is 78% built, track goes down this year, testing is pencilled for 2028, and the authority's own range for carrying passengers lands 2030–2033 — after fifteen years and multiple blown deadlines, which is exactly the track record traders are pricing.
The Mars half is Musk's 2029-to-2031 window for crewed landings, against NASA money that is currently pointed at the Moon. So No needs a Central Valley train to do something trains do daily elsewhere; Yes needs the hardest journey humans have attempted to beat it — with a deadline of 2050, twenty-four years out. The 34% is less a forecast than a character reference for California project management: the two-thirds still backing the train is what passes for faith in public works.
